As a Deputy Principal, he suggested the introduction of a Canadian model (Experienced Based Career Education). The following year, Roma State High was one of the first three Queensland schools to trial Work Experience.
At Benowa High, Mel developed a significant role for the Administration Officer. In 1986 he had the role presented to Education Queensland and the position of Registrar was formally established. Mel was also a driving force in implementing French Immersion at Benowa High. In many schools that followed, their immersion programs were based on "The Benowa Model".
In the early 1990s, he proposed "School Community Partnerships", a model from West Virginia, USA that had apprenticeships and traineeships for high school students as part of their senior program. This was rejected at the time as a TAFE responsibility, but is now the foundation of VET programs state-wide. In the mid 1990s Mel submitted a proposal supported by Cost-Benefit Analysis to the Minister for the introduction of Full-Fee Paying international students. Benowa High was the first school to accept Full-Fee students and the program has now grown to be Education Queensland International, a multi-million dollar income earner for state education.
